The document has been compiled and presented in response to the demand made by Congress. The document reveals that certain vaccines possessed certain side-effects that further led to health disorders.

The side-effects presented in the report were attack, swelling in the brain, weakness, and allergies. The study doers stated that the vaccines did not show any direct influence on heath disorders like type 1 diabetes, autism, asthma and Bell's palsy.

The panel examined vaccines like measles-mumps-rubella, varicella (chickenpox), influenza, hepatitis A, hepatitis B, human papillomavirus (HPV), diptheria-tetanus-acellular pertussis, and meningococcal, for their side-effects . The panel also specified that the side-effects occurred due to these vaccines were not common and that it took place only is a few cases.

On the demand of Congress, the vaccines were examined 11 times by the Institution of Medicine, after the law of National Childhood Vaccine Injury Act was passed in the year 1986. Also, the reports prepared by the department are used by Health and Human Services Department to regulate their Vaccine Injury Compensation Program.
