It has been revealed in a report recently that Michael Lloyd, 76, who is a former railway worker, has filed a lawsuit against Gloucestershire Primary Care Trust (PCT) for declaring an illegal move. It is being said that PCT had proposed a contract to Gloucestershire Care Services, which has been opposed by Mr. Lloyd.
According to the findings of the report, PCT had planned to give the bond regarding community services to Gloucestershire Care Services or GCS, which is a social enterprise organization and a non-NHS body set up by PCT. According to it, the community services were to be transferred to the social enterprise without allowing organizations to bid for these.
The proposal has been completely criticized by MR. Lloyd, who has taken the PCT to the High Court. His lawyers from Stroud Against the Cuts, a left-wing campaign group, have claimed that the act of transferring the services to the non-NHS body GCS is illegitimate. Also, they said that by introducing such decision, it was taking away the opportunity from organizations to bid for the community services.
As per MR. Lloyd, the transfer of services to GCS could take the charge of services from NHS. However, the PCT disagreed to all the statements saying that the process was fair and transparent enough. It also affirmed that it had agreed to provide the best way so as to run community services in Gloucestershire.
Objecting the same, lawyers from Stroud avowed that thousands of nurses have to face continuous uncertainty due to the halt in the process, which has been realized due to unlawful act of the PCT.
The report has found that the PCT has now agreed to ensure adequate levels of staff in its future plans. Also, it has equally settled that it would not execute the decision of giving the contract of services to GCS.
