R Chandrashekhar has played a key role in the formulation of national policies, agendas, strategies and action plans for e-governance in the country as an officer of 1975 batch Indian Administrative Services (IAS).

He remains the secretary of first ever established Department of Information Technology in the country from June 1997 to December 1999.

He is highly qualified with an MSc degree in Chemistry from the Indian Institute of Technology, Bombay and an MS degree in Computer Science from the Pennsylvania State University, USA.

Sudha Shrotria, joint secretary (admin), department of telecommunication said that R Chandrashekhar gets additional charge of DoT for a period of three months which is subject to change; it can either be increased or decreased till the time cabinet selects its full time secretary for DoT.
